The quality of outcomes across the possible types of health insurance varies considerably between the three major health insurance categories, commercial, Medicare, and Medicaid. While commercial and Medicare insurance receive similar ratings on effectiveness of care measures, the lowest measure of quality care occurs in the Medicaid insurance segment, with the effectiveness of care measures consistently below measures of both commercial and Medicare. Reasons for this difference have spiked significant interest by multiple interest groups. Specifically, the devolution of responsibility for the Medicaid program has amplified interest in how the quality of care has been impacted. While there is no definite answer explaining these differences, this paper attempts to suggest a reason for the root of the problem. A logical argument to explain the difference in health indicators of Medicaid and other insurance programs would be managed care.
