Facilitating Client and Carer Empowerment in Mental Health The purpose of this assignment is to demonstrate an understanding of the factors, which influence empowering partnerships, and how the mental health service facilitates client and carer empowerment. I will discuss the impact upon the individual and their family of being a user of the mental health service and how users can gain control over their lives. Historically, the concept of empowerment arose from the self-help and political awareness movements of the late 1960's and early 1970's (Ryles, 1998). Empowerment became more of an issue in the United Kingdom during the 1980's, which saw a ready growth in self-advocacy movements (Sharkey, 1995). Following these movements the Department of Health (1989) produced a White Paper 'Caring for People.'
