Child Care an Entire Workforce With Many Concerns The study Our child care workforce: from recognition to remuneration: a human resource study of child care in Canada: more than a labour of love: main report is prepared for The Child Care Sector Study Steering Committee. The authors are Jane Beach, Jane Bertrand and Gordon Cleveland. This study was funded by Human Resources Development Canada and its purpose was to provide a path for progressing human resource concerns in the child care workforce. These researchers take on the theoretical framework of a Structural Functionalist. It is theory at the Macro level about a particular workforce. In the book Social Research Methods Neuman says, this framework looks at " system, equilibrium, dysfunction, division of labor" (Neuman, page 63).
