Does The House of Lords Need Further Reform? The constitution in England consists of two Houses, or Chambers, The Commons and The Lords. The House Of Lords will receive proposed legislation which has been passed through the Common, which they will then scrutinise and offer amendments to the bills and also debate so that there is a cross party opinion on the bill. The House of Lords is also renowned for a high level of debate. This helps with scrutiny as it offers a high level of debate, often over a long period of time and this will give better responses and will offer better solutions to possible loop holes in legislation. The Lords also has a judicial function. The judicial functions of the House of Lords are exercised not by the whole House, but by a committee of "Law Lords."
