INTRODUCTION Over the last two decades there has been a major transformation in cities around the globe and in the course of these changes culture has played a very significant role in shaping the economy of our cities. In this essay, I shall discuss how the relation between culture and city has changed since 1970's using two major cities in Nigeria as a case study for my argument. I would explore the riddle, that is, "culture" as the most subtle element to grasp; yet, very decisive for any effective policy that fosters the smooth running of cities. I would also talk on the metamorphosis of cities from what it used to be in the past (place of production) to what it has now become (place of consumption) and how culture which was a tool of domination has now become a tool of empowerment.
