KONSTANTINOS SALANDIS In a narrow and specific sense a constitution is a document outlying the most important laws and principles of the political system. In that sense, Britain does not have a constitution. However, the term constitution may also be used in a broader sense to describe a set of rules about how the political system should operate. A constitution is composed of the principles, rules, and conventions by which a political system is regulated. Normally a constitution outlines the powers of the various parts of the governing body and the relationship between these bodies.
