Johann Frick: Is the Constitution of the Fifth Republic a reliable guide to the exercise of power in France? With the 1958 Constitution of the Fifth Republic, France has given itself, for the first time in its eventful political history, a constitution which is not permeated by the clarté of a single and coherent political ideology. For a people which in public discourse values consistency and coherence over all other virtues, this 'pragmatic turn' constitutes a truly remarkable development. In this essay I shall examine the various factors that contributed in making the 1958 document what it is: France's first hybrid constitution.
