Amendments to the Irish Constitution Article 1: Membership of the British Commonwealth "The Irish Free State (otherwise hereinafter called Saorstat Eireann) is a co-equal member of the community of Nations forming the British Commonwealth of Nations". 1922 Constitution - Article 1 This meant that Ireland would not have its own citizenship and would have to use the British Great Seal of the Realm on all state documents. Also the only way to get access to the monarch would be through a British minister. Schedule, Section 2 This stated that in the event of a clash between the constitution and the treaty, the treaty would have precedence. In other words the treaty would have superior status to the constitution.
