Extreme poverty has been identified by Mary Robinson as the most serious violation of human rights. Yet it is not only a phenomenon which persists, but it is on the rise. Before getting into a discussion about the relationship of poverty with huiman rights and what advantages a rights based approach carries with, poverty itself must be defined. It began to be defined as the lack of income, but by the late 90s it was very clear that poverty was not just about lack of resources; it was about increased vulnerabilty to violence and other kinds of violations of human rights.
