The United Nations, UN, a multi - government funded institution were first to call for a treaty on 'international human rights', relating to mainly the social aspect of freedom of expression and treatment. In Europe there has been a Convention on Human Rights since 1953, just after World War two. Due to the effect of both World wars the Council of Europe's aim was to ensure humane treatment to all its citizens. Its aim was to provide a mechanism for realizing civil and political rights and freedoms.
