Social Issue: A National Sexual Offender Registry Student Name: Artie Anica Sawh Student Number: 204071510 Part A: The Issue A recent tragic death of a young Toronto girl, Holly Jones has pressed the issue of implementing a national registry. The RCMP say an average of 54 children are abducted by a stranger each year across Canada. By the year 1998 federal institutions admitted an estimated 3,250 sex offenders. In our communities approximately 650 sex offenders are serving a sentence on statutory release. Sixty percent of the nearly 57,000 convicted offenders in 1999 had at least one prior conviction.1 Of those repeaters, seventy two percent had multiple prior convictions. It is known that pedophiles have the highest rate of sexual re-offending. So given that re-offenders mostly commit crime, and that pedophiles are most likely to re-offend, why isn't a national registry enacted as yet?
