EU Law- Subsidiarity In 1992 Jacques Delors offered a prize to anyone who could define subsidiarity. This clearly shows the problems had by the EU, the ECJ, member states and all interested parties in trying to explain the role and effectiveness of the principle of subsidiarity. Generally speaking the principle of subsidiarity was a move to placate those who feared that the TEU marked a move towards a federal Europe. The United Kingdom, under John Major where in particular concerned about this. As de Búrca highlights, 'it is of course apparent to any EC lawyer that not only are the limits of the Community's conferred powers very difficult to specify with any degree of certainty, but also that there is no agreement even as to the objectives which can be said to be assigned to the Community.
