LAW 200 Assignment 1 A number of formal legal methods are available to the EC for developing Community policy such as regulations, directives and decisions. Regulations are binding upon all Member States and are directly applicable making them a part of the Member States national system automatically without the need for separate national legal measures. Decisions are binding in their entirely on those to whom they are addressed. The community institutions are free to proceed by way of decision in many areas. Directives are binding as to the end to be achieved while leaving some choice as to form and method of implementation open to Member States. "A directive shall be binding as to the result to be achieved upon each Member State to whish it is addressed but shall leave to the national authorities the choice of form and methods"(Article 249 EC).
