Introduction International environmental law is currently in the forefront of development in the field of public international law. As air, water, and soil are polluted, food sources are contaminated affecting the health of millions of people (Gundling 1990:23). Also, the change in the global climate will bring unprecedented consequences to the sensitive balances that sustain life of all forms and human life, in particular. Since the environment is an interconnected global ecosystem, protection of the global commons require international cooperation, as these problems do not stop at national borders. The United Nations (UN) system has made a monumental contribution to the development of this cooperation.
