Introduction It is apparent that the police service underwent fundamental change during the last two decades of the twentieth century, and is continuing to do so. There can be few serving officers of more than middle service who can say the job is in any way the same as when whey joined. Most, but not all, of the changes have resulted in a more efficient, responsive and professional service. In order to critically assess this claim it is necessary first to identify the issues and influences which were significant in kick starting the change processes which have effected the Police Service over the last twenty years.
