"Should lay magistrates be replaced with professional judges?" Discuss The part played by lay magistrates in the judicial system of England and Wales can be traced back to the year 1195. In that year Richard The Lion Heart commissioned certain knights to preserve the peace in unruly areas. They were responsible to the King for ensuring that the law was upheld; they preserved the 'King's Peace' and were known as Keepers of the Peace. Most magistrates today are lay magistrates, whom are also known as justices of the peace, these date back to the late twelfth century. There are 30,000 lay magistrates who preside over cases ( mostly criminal) and generally sit in groups of three within the magistrates courts in England and Wales.
