There are about 29,000 lay magistrates sitting as part time judges in the Magistrates courts in England and Wales. Magistrates are also known as Justices Of Peace (JP). They sit to hear cases as a bench of three magistrates. Lay magistrates do not have any qualifications in law, however they must be suitable in character, the key qualities which candidates should have are, commitment and reliability, sound judgement, social awareness, maturity and sound temperament, understanding and communication, and good character. They must also have certain judicial qualities, it is particularly important that they are able to absorb key points, work as a team, have good reasoning and be fair minded.
