Relating this to the Lord Chancellor means that since the role was formed, the powers that he holds have changed. The Lord Chancellor has not always had the same roles and criteria as he has today. His role has changed and grown and is now a collaboration of what were once individual roles, to form a collective body, in charge of many natures.
