On 26th April 1999, Lord Wolf brought into force a set of new civil procedure rules and practice direction. These were known as the "Wolf reforms". The reforms were put in place to eradicate superfluous cost, delays and complexities in the civil justice system, Lord Woolf said "if time and money are no object, was the right approach in the past, then it certainly is not today. Both lawyers and judges, in making decisions as to the conduct of litigation, must take into account more than they do at present, questions of cost and time and the means of the parties.'1 These civil procedural rules have been put in place to simplify and speed things up and also to reduce cost.
