The Woolf Report When Lord Woolf compiled his report in 1996, Access to Justice, he identified a range of problems with the civil justice system. The main points included: * The cases were turning out to be too expensive; in many cases the costs involved exceeded the actual amount claimed. Trials dragging on meant that barristers and solicitors would need to be paid much more than anticipated. * There were too many delays; cases were often taking years to get to court. Long delays placed psychological and financial burdens on accident victims. Witness's evidence may have been unreliable as they may have gad to remember events from along time ago. * Injustice was occurring because the claimant would otherwise have to wait a longer period to go to court.
