What effect, if any, do you consider the entry of the United Kingdom into the E.C. has had upon the doctrine of the sovereignty or supremacy of parliament? It was Professor Albert Venn Dicey who originally defined the principle of parliamentary sovereignty (i.e. the 'keystone' of the British constitution). However, the doctrine of supremacy of parliament has been undeniably affected by the United Kingdom's membership of the E.C. upon the enactment of the European Communities Act (1972). Principally, Section 2(1) of the Act introduces European law into the United Kingdom's domestic law and is to ' be enforced, allowed and followed accordingly'. This indeed compromises the unconditional nature of the doctrine of Parliamentary sovereignty. The doctrine of parliamentary sovereignty depends on the fundamental principles that, as Dicey asserted - 'parliament has the right to make or unmake any law whatever' and also that parliament cannot bind itself.
