To make a law you have to start with a bill. The bill is approved through the parliament which acts as a factory. "An act of parliament begins as a bill, which is the draft of a proposed Act." 1 To turn a bill into a law it is passed through many stages which include, the first reading, the second reading, the committee stage, the report stage, the third reading, the other house and the royal assent. Throughout part one of this essay, the above terms will be described in full detail. A bill starts of as an idea made by someone who thinks it will be good law. This idea usually comes from the government, therefore it is known as a government sponsored bill. However if it comes from an ordinary Member of Parliament it is known as a private members bill.
