Reform of the Criminal Justice System Reform of the Criminal Justice System is ongoing; an example of this could be the government proposing a limitation on the right to trial by jury. Jack Straw, the former Home Secretary, announced these proposals in May of 1999, even though he was totally against these reforms when the Conservatives were in power. So why has he suddenly changed his mind? The answer to this could only be that he has to abandon his principles and look tough on law and order, tougher than the Tories that is. This seems, on the face of it, to be the reason, simply because he made his speech at the Police Federation conference in Blackpool.
