The Woolf Report - Access to Justice Lord Woolf didn't like the way the law system operated, he wanted to make it quicker and simpler, and he also thought that the law system wasn't running efficiently and it was too complicated. His report - Access to Justice - is famous for the ways in made huge improvements to the way the court system opporated.
