It suggests initiation of the process of justice, an enterprise bounded by the dusting for fingerprints and the search for elusive clues, the investigation and the chase and the ultimate apprehension and arrest of the suspected offender. "Police work" might also suggest that the functions of law enforcement are only the control of the crime and the protection of society, but it must be emphasised that police work goes well beyond these tasks and this is why it is vital that police discretion is used not only fairly but also effectively.
