Discuss the way an NHS poster constructs subject positions and relations through the use of visual and verbal techniques. How does this relate to Fairclough's ideas about relationship between advertising and bureaucratic discourse? The NHS had millions of pounds a year lost to fraudulent claims. The Counter Fraud Services was established and around November 2000 and the Health Minister announced new penalty charges that fraudsters would be liable for. One of the objectives of the service is, 'the creation of an anti-fraud culture' (Department of Health, 2002, p.16). To achieve this objective one of the 'messages' is outlined in this document as, 'Everyone has a role to play in tackling fraud - public, staff...' (Department of Health, 2002, p.17). Deterrent measures are highlighted and the paper states, 'ensure that fraudsters and potential fraudsters are deterred from even trying to perpetrate fraud', and that the, ''most effective... deterrent ... [is] peer group...
