Dicey's Rule of Law proposes that government should have restraints, not possess unrestricted powers and there should be legal controls over the government's activities and no one including government officials should be above the law. These principles if effectively attained within a society will result in national stability and security of citizens. As it stands Dicey's Rule of Law is one hundred and eighteen years old but his three main principles are still modern in application. The ever-present principles are: no man is punishable except for a distinct breach of the law; all men are equal before the law and the constitution is a product of the ordinary law. The Rule of Law imports a broad aspect of political and moral values .
