Introduction It is generally accepted that government should operate according to the law and that there should be checks on the use of powers by ministers and officials of the state. In the UK one of the ways in which these checks are carried out is though process called Judicial Review. This is whereby the courts exercise a supervisory role over the acts of public bodies in the field of public law.1Furthermore a claim can only be brought by a person with sufficient interest in the matter.2 A claim for judicial review can be brought against any body performing public duties. The powers exercised by those pubic bodies may be derived from statute.
