The first hearing is an early administrative (pre trials) hearing also known as noredays in magistrate's courts. This hearing is done to avert setbacks. These are heard by a clerk or one magistrate. At this stage Bob is able to make a bail application. At a committal proceedings there are no witnesses and all evidence has to be in writing.
