The Commission established that Aboriginal people in custody do not die at a greater rate than non-Aboriginal people in custody; however there is a huge difference in the rate that Aboriginal people are admitted into custody when compared to non-Aboriginal people. The Royal Commission highlighted two areas of concern; that reform in the criminal justice system is needed and that the underlying issues in Indigenous communities are the source of deaths in custody.
