The official crime statistics are produced by the Home Office and are based upon the crime figures provided and recorded by the 43 police forces in England and Wales and published annually. The official crime statistics collate all 'notifiable' offences recorded by the police. This does not mean all criminal offences, as almost all the more minor summary offences are excluded (even though the police may record them for their own investigations). The data is compiled by using rules of coverage; classification and counting issued by the Home Office. The rules keep together the reliability between police forces for recording some of the more complex and difficult offences, for example, continuous and repeated offences.
