History Britain- what did Gladstone's first administration achieve To a certain extent the Gladstone administration did manage to achieve a great deal, however it wasn't enough to win the next election. He managed to achieve so many reforms, His first administration was a "great reforming" administration which "ran out of steam" after his first two years in office. Some of his reforms provoked strong reactions. Gladstone was a passionate campaigner for reform perhaps that's why he had so many reforms going through and also the fact the party was united over Gladstone. Gladstone had a objective which was to "pacify Ireland." To a certain extent he did manage to achieve this, however you could argue that that the Irish land act caused regression between the relationship of Ireland and England.
