This is shown by the fact that parts of the bill were designed to strengthen the Conservative's electoral chances. The bill ensured that more town residents voted in the boroughs rather than the counties. This was because the Liberals were stronger in the boroughs, so by flooding these already likely Liberal seats with more voters, it
