Peter Palchinsky was one of the premier engineering minds within the Soviet Union. His focus on the worker gave him the ability to improve output in ways never before seen in Europe; while working in Eastern Europe Palchinsky proved his method of motivating the worker in order to optimize the flow and transportation of goods in seaports. Palchinsky was a realist whose main focus was the technological development of Russia and the improvement of living conditions for the average worker. For these goals he eventually lost his life. Palchinksy pointed out faults he saw in the Soviet system, such as centralized control and gigantomania. Policies such as these were key to Stalinization, and Palchinsky's objections were not tolerated. Graham uses Palchinsky to point out many problems with the Soviet System, and he offers possible solutions; however, many of the problems he points out are truly unavoidable necessities.
