Why collaborate? The reason for working together may be varied and range from being common sense to ensuring that "..no duplication or inconsistency of approach...." takes place particularly for those requiring special protection (Cohen, 2005, p. 1). Nevertheless, collaboration between agencies should have positive outcomes for the child as its main focus. Soan (2006, p. 210) stressed precisely this thinking several times in her critical paper, highlighting that it does not matter what the primary driver of government for improving collaborative working is - either to improve social inclusion or to save money - it is absolutely "vital that the impact that their policies have on the lives of individual children and young people is kept at the centre of any assessment of their efficacy". Collaboration between schools, parents/carers, children and different agencies makes sense if we consider Maslow's (1954) hierarchy of needs. These entail primary needs such as food, sleep and...
