The idea of citizenship was brought in by Sir Bernard Crick, an influential political theorist and the teacher, adviser of former Home Secretary David Blunkett. In 1998 report "Education for Citizenship and the Teaching of Democracy in School", also known as Crick Report was written by a team led by Sir Bernard Crick. In this report, it included "the importance for citizenship education and school of positive relation and interaction with communities and community organisations." (Crick, 1998) It set to help young people to develop a full understanding of their duties and roles as active citizen in an organized society.
