The western North American softwood lumber industry is facing increasing competitive challenges. The industry faces competition from other U.S. regions, as well as from an increasing influx of products from foreign countries. For example, in 1995, total European lumber imports into the United States amounted to approximately 25 thousand m^sup 3^ (1,200 thousand board feet (MBF)), but predictions for 2005 range from a conservative 1 million to 2.4 million m^sup 3^ (484,000 MBF to 1,200,000 MBF), mainly as dimension lumber (2). Both wood and non-wood substitutes are gaining market share in the traditional markets of the western industry. All of these changes and challenges are taking place at a time when product quality levels are perceived to have fallen and lumber consumers are not satisfied (7,10).
