She often uses all the available resources for instance through networking or lobbying in order to get where she wants to go. In the process she has no problem with "getting her hands dirty", as long as she is convinced that this will help achieve her ultimate goal. This pragmatism, although ultimately effective, may be counter-productive to leadership which is commonly defined by successful delegation and the enabling of others. For example within her first job at the Department for Environmental affairs she was responsible for 5 directors and 330 staff but in the end performed clerical tasks as simple as copying documents.
