There is a very great effort from people which exists for thousand of years in order to plan, organise, lead, and control activities. The Great Wall of China, the enormous Egyptian pyramids for instance, are solid evidence of projects with tremendous effort and scope, employing thousands of people in order to achieve their target. To each person that was occupied in order to accomplish the project, they were taking orders from a specific person.
