A project, according to Leister (1994), is a planned set of action activities meant to achieve specific objectives using allocated scarce resources. These activities are to be performed within a specified period of time. The purpose of a project is to transform an unsatisfactory (existing or future) state to a better state within a certain time, using a limited effort. Broadly speaking, the project life cycle has the following phases: * Definition- in this phase, the need that the project will serve and what has to be provided to meet these needs is identified. * Planning- here a course of action is set. This includes sequencing, scheduling and assigning responsibility so that the activities are completed. * Implementation- here the defined activities are carried out.
