Introduction The Project Management Institute state a project can be defined as, "A temporary endeavour undertaken to create a unique product or service." (Meredith & Mantel, 2000: 8) The Peterborough City Council has instigated a project to construct a leisure park in the city. Thus the project can be classified as a construction project (Lock, 1996: 2). A number of people are employed and involved in the project, which is being financed by Peterborough City Council, national funding, local businesses and sponsors. The project is due for completion on April 18th 2003, in time for the opening ceremony on April 19th 2003....
