Andrew Gardner November 3, 2004 Midterm Examination Politics of Immigration 140A Employer Sanctions Approach to Immigration Policy: Immigration control is primarily associated with border enforcement; however, the Immigration and Nationalization Services (INS) also use employer sanctions to restrict employers from hiring illegal immigrants in the Untied States. In theory the "employer sanctions approach" puts pressure on employers to not hire illegal immigrants, but employers have an increasing demand for cheap labor in low-level industry jobs and immigrants desire these jobs because of the wage differential. This creates a natural demand for immigrant labor that has become structurally embedded in American economic culture. Migrants rely on migrant networks to find jobs and small businesses, in turn use these networks to find cheap day laborers or low-skill workers for service jobs.
