Passport Agency In the case of the passport agency, the business case was very important because it provides support and reasoning for the choice of the PFI option. It considers the various options open to the passport agency and the success these would have in meeting the needs of the agency. The business case highlights the fact that the equipment used to process passports is obsolete, and a fraudulence problem exists, equipment needs to be replaced to overcome these problems and come in line with international developments. They believe that the printing of a digitized image and signature in the passport will help reduce forgery, but the agency's current IT system is inflexible and expensive to maintain and operate and therefore needs to be replaced.
