What were Colbert's objectives for the French economy and how successfully had they been realized by the 1680's? Colbert believed that the answer to increasing industry and maximising economic production relied on government intervention. Unfortunately Colbert fell victim to a constantly fluctuating economy making it hard to formulate an industrial policy that could work on one day when the economy was 'X' and still work another day when the economy was 'Y'. Colbert did not reform the economy as such, rather than introduce the ways in which the government would intervene within the economy. The main aspects of Colbert's industrial policy revolved around his ideas as a strong mercantilist, ideas drawn from the common stock of contemporary economic thought.
