Firstly one must define what we mean by 'people' and 'institutions'. Also important is the nature of change. Are we referring to integration? Or simply legal changes? Finally we must decide whether or not this statement is true. The word 'people' can have a number of meanings. On first glance it appears that it refers to the mass, or proletariat of ordinary individuals, yet we must remember that the institutions consist of people too. The argument that the politicians in these institutions are mandated by the people and therefore are the people is a strong one.
