In 1989, the Canada-U.S. Free Trade Agreement went into effect, phasing out all tariffs and many non-tariff barriers to trade. At the beginning of 1994, the North American Free Trade Agreement (NAFTA) was formed to eliminate tariffs on most goods originating in Canada, Mexico and the US over a transition period of 15 years. For most Mexico-U.S. and Canada-Mexico trade, the NAFTA either eliminated existing customs duties immediately or would phase them out in five to 10 years. On a few sensitive items the Agreement would phase out tariffs over 15 years. The objectives of NAFTA, as it stated, are to "eliminate barriers to trade in, and facilitate the cross-border movement of goods and services between the territories of the Parties".
