Development in the Third World is becoming one of the central issues in world politics. It was only after these states had gained a measure of interdependence that development became a significant issue (lewellen, 54), and it seems to become even more significant after the Cold War, with the increasing awareness of human rights. On the more local level, we now find an increasing number of Non Governmental Organizations working in developing countries, hoping to find solutions for sustainable development. Yet these issues are also a concern for the global community as a whole; Boutrous Boutrous-Ghali, a former Secretary General of the United Nations, wrote an "agenda for development" in 1995, emphasizing the importance of development in order to achieve peace.
