Legislation and Production Systems The Implementation and Effects of Council Directive 1999/74/EC on UK Egg producers Nick Everitt, December 2003 Council Directive 1999/74/EC is a piece of European Union legislation which focuses on the cages of poultry involved in commercial egg production. The Directive is subject to review in 2005. Up until World War II eggs were produced on a small scale and by small flocks. With the outbreak of war, rationing was introduced and egg production fell under government control until rationing ended in 1953. From this point on there was a move towards larger flocks and breeders began to concentrate on producing hens that were prolific egg layers in order to satisfy demand. Large-scale production moved indoors in order to maximise output in a more easily controlled environment, with less exposure to predators and disease (NFU, 2003).
