Defining Unemployment Unemployed people are those members of the labour force who are out of work. To be part of the labour force people must be of working age and fit and available for work. They must also want to work or to be actively searching for work. Between 1950 and 1975 unemployment in the UK was low and less than 5%, and for most of the period 2-3%.
