Mayor Peter Stockmann, a respected politician, is concerned with his fellow citizens short-term personal revenue and the reputation of the town. Closing the polluted bathes would cost a lot of money, which would chase the tourist away from visiting and put the whole town at a loss. Peter Stockmann's brother, Dr. Thomas Stockmann, a well-respected doctor, believes that no matter what the cost is one should look at the health of the townspeople first and the overall long term economic gain.
